Six steps, in this order. The framework organizes a decision — it does not guarantee an outcome, determine eligibility or select a policy for you.

Which coverage categories are genuinely available in your situation and your state? This is where products enter the conversation — after the education, not before.

How do the real, available plans differ on the things you said matter? Network participation, deductible, out-of-pocket maximum, drug coverage and plan structure.
